Insurance and wind mitigation. Gutters aren't usually a line item on a wind mitigation inspection the way roof shape or roof-to-wall connections are, but a well-attached, functioning system reduces the water intrusion that leads to claims, and an inspector who sees gutters hanging loose is unlikely to view the rest of the exterior favorably. If a wind mitigation inspection is coming up, it's worth fixing any obviously damaged gutters beforehand.
